Yeah, Nintendo also said they're not competing with Sony and Microsoft, it's a figurative statement. What Iwata is saying is that they're not creating a standard next-generation console that people expect them to create. Also note that this is translated from Japanese and a lot of what's translated isn't exactly what Iwata has said exactly. Of course the console has lower hardware specs by choice, but it's still next-gen.

 

To get an accurate representation of what is being said you need to take into account all of the facts, not just one single quote and expect that to be the basis of everything that they're doing.
