Req: [TSL] Animated hands

I brought this up before, but it was buried in a bunch of other stuff.

 

Basically, what I want to do it make a permanent animation, a long term version of the Flurry hand animation. Or perhaps some kind of mod based on the plasma torch you get in the beginning.

I belive it can be done (flurry visual effect) with a custom armband which call that vfx effecttype permanent (until other effect is used or game run clear all effect).

But programers will know better so let's wait to more qualified answers. (I'm also intrested in this)
