I'm sure that this has been discussed in depth beforehand. Use the search next time. Put the sand people clothing on you and the second of your party, and have HK-47 with you before you approach the enclave. If that doesnt work, put the clothes on before you enter the sand people territory. If that still doesnt work, restart the game, theres a bug.
