Can't Use Melee Weapon

I'm trying to enable my server to use g_debugmelee 1. But that's kinda useless since I can't turn off Saber Attack. Other server's i've seen the Saber Attack levels cost 1 5 and 8 or something like that. But on mine, the minimum cost is 0 and it won't let you take that point away i.e. there's no way to use melee weapon. How can i change this?
