You have to make the jump to the guard tower.

 

Climb down the ladder to the bottom of the tower. In one of the rooms, you can climb up into the duct work. One of the exits out of the duct work leads to the guards locker room with three lockers. One locker contains the raft, another a raft repair kit and the third a medical kit.
