(that is, talked with the council, then returned to Master Zhar whom will instruct you on how to build on) Also, when you were prompted with constructing a lightsaber, did you click on "Assemble" and not "cancel"? I couldn't equip my lightsaber as well when I hadn't clicked Assemble. Second, I'm not sure if you're dual wielding two blaster, but if you are, you'll have to remove the blaster in the off-hand(left hand) before you can equip the lightsaber in your right hand.
