When you loot the data reader housing from the same type of NPC you can see what components are needed to make the decoder, that is providing your thinking of doing the monthly story (which has run for over 2 months). Most people sell there loot items on the bazaar, I know I did when i was a noob and short of money, 100-200 credits would be about right for the bazaar.
