It's only usually avaiable wiht an admin mod such as JAmod 1.6.

 

Within the messages for using the dmin command,s you are allowed to set a MOTD (message of the day) which many servers use to show rules.

 

The MOTD has to be under 255 characters(i believe) otherwise it'll be cut off.

 

if im wrong, someone feel free to correct me ;)
