How does charisma lower fp costs?

I would like for someone to inform exactly how it is that charisma modifiers reduce the cost of powers that don't belong to your alignment, because I'm planning on doing a Lightside consular watchman with high char wis and con and be able to use force lightning, force drain, and other darkside powers.

Not too sure, but I believe that it subtracts your Charisma modifier from the cost.

 

IE if your Charisma modifier is 3, and the cost of Lightning is 20, it drops to 17. (This assuming you're lightside.)

 

Let me know if I'm right, if you find out from somewhere else.
