Where can I get the sovereign?

I've been searching for this thing for ages, and the link I saw was a dead link

Does anybody know where to get it?

 

Also how do you get custom capital ships to fire like the executor does? They do fire, but only against fighters.

 

And is there a way to get the starting possition in skirmish bigger ( more than 9 klicks)?
