Hosting Server - 2 questions

Question one:

Is there any way to host a server when I`m behind a NAT (I`m not NAT admin, eg. I can`t access router options) if I want to play with friend who is not from my NAT?

 

OR

 

Question two:

Is there any way to host a server WITHOUT installing the game? (I got public IP in my office, but I can`t install any games there...)

~EDIT: Forgot to mention that I mean Jedi Academy (propably with Advent Children mod)
