Can anyone tell me how to use the HK Pacifist Package?

I bought it but have no idea how to use it. No option comes up in dialogue, I can't equip it, etc. What do I do?

I believe your influence has to be <90 or >10.

There's a conversation option, but it only comes up if HK's opening line was "Query: Is there someone that you need killed, master?". If you have already ordered him to stop saying that then you can't install the Pacifist Package.
