[Mod-Addon] German Language Pack for *Ultimate EAW*

Since the is a german market version of Empire at War (which I use)

and since there are quite some people understanding it (germans, swiss, austrians)

and since I am on the Ultimate Empire at War Team, I brought up the idea of a german translation of the UEAW.
