Depends on if you mean changing the language setting, so that english language mods will display new text in the game properly. Or if you mean to change the actual text and voiceover of the game to be in English. If it's the former you can do that by opening your dialog.tlk file (located in the game folder) with a TLK editor (such as TalkEd) and change the language setting in it to English. This will not do anything to standard game text, but will make text (ExoLocStrings) in English language mods show up in-game. If you mean actually switching all text in the game to another language you cannot do that without purchasing the English version of the game and reinstalling it.
