Odd Peragus Semi-Freeze

After completing the T3-M4 portion early in Peragus, the game tries to return to the Administration level to the exile and Atton, only problem is the cutscene doesn't load!

 

Screen is black, but a tap on the Esc button brings the menu up as usual. After playing for a bit, I was able to determine through use of the map in the menu that I can't move the exile. I am however able to Warp around, but after working my way back to the Administration level, same mess. Any ideas as to a cause? I'm hoping someone has dealt with this and I won't need to spend hours tracking it down!
