my account is banned what does this mean

ok i stoped playing star wars about 2 months ago because i was'nt able to make payments so i go back to station.com and it says my account has been banned my question is does that mean i cant get my account back or do i just contact them and set up another payment plan it says that i cant modify my account until its been closed so what do i do! please someone help thank you
