How do i get the glowing fish to light up the objects on the floor? (act 1)

I am in the deep water by the blue lagoon. There are all the ??? objects on the floor and Guybrush wont touch them. I have tryed to give bait to the fish 2 get them to come, but they just steal it and swim off. How do I do it?
