Can't call in reinforcements

Hi all. During the first bunch of hours playing EAW, I could bring a big platoon of guys with me to a planet, get in a planetary battle, and call down reinforcements as needed, same with space battles. Now I am pretty far into the game, and no matter how many I bring, it only puts out the first small bunch, and doesn't give me the button to call in more if I need them. The button always stays dark. If I go to retreat then select auto-resolve, I will be victorius, but I can never complete the whole mission my self. Anyone seen this, is there something I am doing wrong to not be able to call down reinforcements???
