It says to throw the coconut, milk bottle and accordian at Herman and he should give you a gubernatorial symbol. I've thrown all these things at him (many times, in frustration) but to no effect. If u hit him too many times, ppl say that he "resets" and u have to start again with the coconut. Always talk to him as much as possible. In the end I had to reload a save game from the start of part 3 and play right through again. It seems that if you throw too much stuff at Herman it doesn't reset as some have suggested but completely naffs up and no matter how many times you twot him with the coconut etc nothing happens.
