[TSL] Where's the Thug on the Western Square?

I do not know if this is the right place to question.

I've finished TSL much times with different characters. But this time i can't find the Thug that is in the front of Dhagon Ghent's(I think this is his name) office, on the Western Square(Onderon).

 

What i should do to trigger it?

 

Sorry for my bad english =p

 

EDIT: I loaded another save on that game before entering the module and the thug was there, he was moving out, but i got him.
