No V.I.P. Ticket from Charlie

I'm not sure if I'm in the right part of the forum...but I'm posting the problem here anyway:

 

I didn't receive the V.I.P. Ticket from Charlie and I wasn't able to ask him for a union pass (don't know, if it's the right term, because I'm playing the german version). Not I can't talk to him at all anymore. But I allready gave the book from the revolutionary guys to the bee and it's in prison now.

 

So - I don't know if this is a bug or if there's something I have to do before receiving the ticket, but I need help anyway and I'm pretty sure I've done everything possible.
