how to make powers always active

If I wanted to make a buff power, lets say the Force Aura line, always active like other passive abilities (Battle Precognition) how would the script need to be written?

 

Or if that's not possible, as I have never come across a tuturial for such. What would a script look like that grants something like +2 Defense and +2 Stregth to the PC or Party Jedi at level 12?
