So yes, you can apply with a scenario you've made (Both AOK and SWGB is fine) and then I will look at it, then determine whether or not you should join. You start in tech 2 with shipyards and as you accumulate kills you get upgrades and some other stuff. You will also get 2 air bases once you accumulate 5 razings.
