Ok, simply (or not) go to the buildings where madine is being held, it's in that city part, near where the tie bombers try to bomb that little building and atsts try to shoot that place down, it's somewhere in the middile of those buildings. OK, you know the big cluster of buildings that have the Capitol Tower you are suppose to protect, the upgrade is not in there. You know the Tech Center area with the landing pad where General Madine is trapped, the upgrade is not there either. Now, inbetween these two is another small group of buildings along the coastline which are non-descript, no special buildings or fancy designs. The upgrade is in the middle of them, look for the tell-tale eery glow. you'll have to make a steep dive to reach it then pull up immediately.
