Lines around textures and lights

I've tried messing around with the various video settings but have been unable to get rid of this. There are lines around the outside of all the textures, like seams. This isn't really noticeable unless you're outside. The lines in the sky make it obvious that the outdoor area is a big cube. Many of the lights in the game also have ugly lines around them...not all of them, it seems mostly to be the animated ones. Like the jets coming out of the bottom of the flying mine cars in the mine level, or pretty much any light that pulses. I've got all the latest drivers. Anybody have any ideas what I could do to fix it? Thanks in advance.
