Problem working the dynamic music system

Ok im a little confused. I cant get the dynamic music system to work, or at least i dont think its working. My computer is a P933, 128MB of ram, and a 64MB Nvidia 2. I read on the trubble shooting guide that if your system is close to the minimum specs it wont enable the music. But im running the game with everything up, at 800-600 res and its going beautifly. So what can i do to get it working. When i bring up the console right after i start the up the game, it says the dynamic music system is inhibited. So if any of you are having this problem and fixed it or you know what to do please reply.
