Multiplayer server freezing at startup screen

When i try to create a server {with bots + without bots] it freezes at the screen where it displays the message "starting up..."

 

Also when i try to create a dedicated server it also freezes just after it lists the amount of files in the .pk3's.

 

 

But i can watch recorded multiplayer demo's fine.

 

Anyone got any ideas on how to fix it?
