Help needed: Odd black outline of gunfire flash effects

It's an odd graphic problem, not sure if any solution. help would really be appreciated.

 

When I fire a weapon, the muzzle flashes..but around that flash is an odd black outline.

 

And when holding a lightsaber, the same thing. The circle of light around my feet has an odd black outline.

 

When I first start the game there is no problem, and it generally happens when I switch a weapon. Suddenly the Black Outline of death comes about.

 

Any ideas on fixes for this problem? I have dx 8.0a and latest drivers for my video card. ATI Radeon 64mb DDR
