Changing projectile speed and weapon damage

I'm guessing we're going to have to wait until the source comes out to be able to do these things. I just took a look at the weapons.dat and didn't see either of these variables included (projectile velocity and weapon damage). Am I wrong? Is there a way to edit these variables?
