Making Faces for skins

Okay I can draw a person's face, but how do you do this on the computer, to make a face for a skin.

open the jpg for that model's face and draw over it, or dl the templates w/ the poly layout from jkii.net and draw on that.

 

Photoshop preferred but 600$, paintshop is so-so for 90$, and gimp is free but annoying.
