Vid Prob: Blinking sky

I just recently got passed a problem. After i upgraded from win98 to Xp JKII woudlnt play. Well i downloaded some drivers and now it works.. to a certain degree.

 

when i go into a game, the sky will have stripes made from the texture of the buildings/ground/chars etc.. and the other part of the stripes is blinking.. also, i have no control over the brightness of the game. as it is currently very dark.

 

here is a picture that i edited to be viewable. i only resized/brightened it. take a look.

voodoo 3 16mb video

Have you tried playing on high/medium/low graphics settings?

i've tried diff video methods and the same thing happens
