Problem with server starting then later on goes to 9999

It does this al the time. When know is in the server

 

I look it up in the listing after about 15 minutes and the server has gone unresponsive. Has anyone else had this problem..

 

The server shows that nothing has gone wrong..

 

Bha it is confusing.. Please help

Mine does the same **** but after 5 minutes it "fixes" itself and will be very good for a while. It's runs good most of the time but has like these 5 minutes lapses where it lags like a fat old *****.
