Photoshop is by far the more powerful tool and is much more precise, particually as far as anti-aliasing is concerned. The quality of the compression in photoshop is better as well. Some things are just easier to do quickly in paintshop. If you do end up using both I highly suggest saving your work in paintshop as a bmp so that you don't lose anything in the transition and save the final work as a jpg in photoshop.
