Using skins in Single player

I'm new to mod creation in JK2

 

I find that I can create skins and download skins, but I find no posts that tell me (or in the skins zips themselves) what steps to take to use the skin in single player style.

 

How do I use the skin. Is it my Kyle that changes or is it a spawn I can invoke? Any help is welcome.
