I am on a center section where a welder is going around the outside of it and it looks like I need to jump on it (can't seem to do) or ride on the arm that is on top circling the center section (can't seem to jump on top of it as I hit some pipes.

 

Any ideas?

You need to use the structure as kind of a ladder. See my post on this topic above. Basically, though, you need to do neither. Just Force Jump from one section of the structure to another. Then, Jump to the ledge above the window, destroy the piping there, etc. For more detailed instructions, see my other post.

I couldn't find a way out few hours ago ...

 

then

 

I jumped to 2nd floor

went to the opposite of the way out - you could see it on top

used force speed

ran and jumped

 

voila

im stuck here as well. Ive jumped up to level three of the central scaffold thing., and i can see the fourth level above, but i cant jump up to it? where do i jump from, how do i do it etc.

there is a small pipe running around the outside. above the 3rd platform but below the 4th. u can use that.
