Yes, you could put a vader skin onto a stormtrooper or something, but it would look crap. It wouldn't look like vader. That is why no one has done a vader 'skin'. To have something that looks like vader you gotta make a whole new player model. This is something that takes time and skill. If you read the general editing forum you'll see that there are some excellent new player models it the works (vader, boba fett), but these things don't happen overnight.
