Smash the glass near it (not the glass in front of it, you can't get through there) and take the narrow ledge around until you can jump on that arm. Jump up the arm to the top of the catwalk, and then proceed from there. (if you go around to the left, on top of the cooler, you will find a secret area, then you can backtrack to continue).
