What program do/can I use to make a map?

I'm completely new to this and I want to make a map. What program can I use (one that is free) to make a map.

 

Or, even if it's not free waht program does everyone use?

 

And are ther tutorials to making maps for this game (with whatever program?)

even though its for a different editor the things are all the same...
