Waypoints and Combat Points

How can I set up the waypoints and combat points for my level?

 

I've got all of my level sorted, I just need to know how to put them down and to get them working.

 

I tried just putting combat points down but it didn't seem to take any effect. How many combat points do I put down? and how many waypoints?
