How do you save the keyboard settings?

Firstly, I had amended the keyboard controls to what I wanted, then when I was asked if I wanted to save the settings I said yes but whenever I restarted the game all the keys were blank.

 

I tried saving the settings overall.

I also thought maybe the file in the computer that holds the controls was maybe read-only so I made sure it wasn't.

 

And still it won't keep the keys I want.

Please help.
