Emperor Cyros
Is there a plug-in for Gmax that will let me import and export .glm files? If so where can I get it? If not how can I convert files to .glm?
DarthCobra
No. But there is a glm importer for milkshape. And the md3viewer included with the jktools can export to glm. This is only for map objects and weapons I belive though. For player models you will need to export an xsi and compile with assimilate.

Klorel
once you import your .glm into milkshade, go to tools >> Quake III Arena >> generate .qc file.... and then you can export as a .md3. you can then import your .md3 into gmax and do whatever you want with it. hope that helps.
