Just Found All the Prisoners in the Hanger, how to get to the Base Commander

I have just enter the hanger where all the prisoners are, how do I get to the base commander.

 

I have searched the room and went up on the elevator, I have followed the scaffold all the way around to a door that leads me to a hallway and then onto another scaffold, I look to the right while I am on the scaffold and shot the fence out, this tunnel lead me to an elevator that take me to another tunnel, this tunnel leads me to a shaft with its top off, but every time I try to lower myself down I die, is there a lever I must push in order for the steps to come out..............is this the right way????

Go back to the room which you released the prisoners from.

In the middle of the room you see the shaft coming through.

There should be a switch that turns on the fan which will dampen your fall.

either that, or if your feeling gutsy you can make the shaft without the fan. just gently step off and hold the back button, takes a little practice. quicksave everytime. thats what i did cause i didn't see the switch.
