He's the rest of my answers. 1)In FoCom Rebels can reaserch more upgrades. 2) Rebels have a MASSIVE lead in air tech, as shown in the movies. So the rebels should have a bonus in air tech and armour/shield tech. Imperials shoudn't really have a tech bonus, while the Wookies, with thier high IQ, should have better, troop upgrades (which they already do, accordind to Mr Fixit).
