Other people joining my mod server - do they need the mod?

Let's say I slow down the rockets like in the read me, when I create a server do others need this mod too? Or would the settings take affect automatically?

For the millionth time, yes, you can create server side modifications, but it all depends on what you include in the PK3 for your mod.
