Yeah, I mentioned this in a similar thread. Palpatine knew that if Amidala were thrown in a situation as desperate as she was in, that she would have the strength to do whatever was needed to aid her people, even if it meant pushing Valorum aside (who, she admitted, was Naboo's strongest supporter). Additionally, as Palpatine stated, the fact that Naboo was suffering was liable to give him a large sympathy vote in the election for a new Supreme Chancellor, which apparently it did since he gained the succession.
