In pure servers every player must have exactly same files (so if host (first player..) have some mods... skins or some different sounds or... then you can also have them...) And it seems that if you have replacing mods (example some skin which replaces some original skin) and you join to some game where your mods are not allowed (and it will automatically turn them off) and then you leave and join to some other game where your mods are allowed... BUT ha haa they are remain disabled that game doesn't reload those files if they have been disabled... if you want to turn them on you must restart that game program...
