Map sizing problem

As an example of my problem, please note the following: I created a new scenario using "Random Map", Map Location "Islands" and Map Size "Small (3 players)". After saving and starting a single player standard game and choosing this scenario, the objectives show the map size to be Medium (4 players). When selecting other map sizes for new or edited scenarios, they seem to come out one size larger than chosen.

Is there a problem with the program or is it just me?
