Okay, why are my NPCs suffering from seizures?

I'm trying to script some Npcs to stick to one animation, for example sitting down or waving their hands. However, the animation command on its own does nothing, the wait command placed after the animation also seems to do nothing, and the hold animation command makes them have mad muscle spasms. Help!
