how can I be a member of the non-council, and what ever happened to hanibal & JoJo, that funky monkey?I really want to be a non-council.

I have been watched for a position on the Un-Council...it's not an easy life...you must bring balance to the Force...I just wish I had been accepted...only time has the answer...
