Say cmd problem

Hey guys. When I am on a server my say command does not work most of the time. It will fail to say what I type more than 75% of the time. I have no clue why it does it. I have gone through the CVAR list and CMD list crudely and tried to see if I could find the problem. I am running Win XP, Athlon XP 1600+, Radeon 7500 64 megs, 256 ram(1 gig of HD allocated to compensate), 40 gig Maxtor GD. The game runs smoothly but recently my say command doesn't want to work. I can't remember if it ever happened before the 1.04 patch. Maybe it did, maybe not. Thnx for any help.
